NECO to End Paper Exams, Fully Adopt CBT by November 2025
The National Examinations Council (NECO) has confirmed it will phase out the traditional paper-pencil method of testing and fully adopt computer-based examinations from November 2025. The transition will begin with the November/December 2025 Senior School Certificate Examination (SSCE) External, marking a major shift in the conduct of national assessments.
The decision is in line with the Federal Government’s directive issued in July, which mandated that all national examinations, including those conducted by WAEC and NECO, must transition to computer-based testing by 2026.
NECO disclosed that it has completed arrangements for the change and has released detailed guidelines for Computer-Based Examination centres. These guidelines specify system requirements, hall standards, personnel qualifications, and security measures to ensure smooth implementation.
According to the council, the introduction of CBT in the November/December SSCE External will serve as a pilot phase ahead of the complete rollout across all NECO examinations in 2026.
