More Controversies Surround N3.7 Trillion Gap in 2024 Budget

The 2024 budget is embroiled in controversy as concerns mount over the lack of transparency and detailed allocation of funds for certain federal government institutions, including the Independent National Electoral Commission (INEC). BudgiT, a fiscal policy analytics and advocacy organization, revealed findings indicating a gap of between N3.5 trillion and N3.7 trillion in the budget without specific expenditure headings or stipulations.

Seun Onigbinde, Co-founder of BudgiT, supported Senator Abdul Ningi’s whistleblowing on the budget’s transparency issues, highlighting the lack of detailed breakdowns. The suspension of Senator Ningi has further exacerbated the situation, with Senate Minority Leader Abba Moro expressing concerns over the Senate’s credibility.

In a recent development, Bauchi State Governor Bala Mohammed expressed support for Senator Ningi, denouncing his suspension by the Senate. Similarly, Civil Society Legislative Advocacy Centre (CISLAC) and Transparency International in Nigeria (TI-Nigeria) condemned Ningi’s suspension, labeling it an attack on freedom of expression and opposition rights.

Peter Obi, the presidential candidate of the Labour Party in the 2023 elections, urged the Senate to address the allegations of N3 trillion padding in the 2024 budget and ensure transparency in budgetary allocations.

BudgiT’s fact-checking revealed discrepancies in the budget, prompting calls for clarity and accountability. Senator Moro defended the Senate’s action, stating that budget padding allegations must be addressed. However, BudgiT urged both the executive and the National Assembly to ensure transparency in budget allocations.

Governor Mohammed’s support for Ningi underscores the growing rift over budget transparency and accountability. With mounting pressure from various quarters, including opposition parties and civil society organizations, the Senate faces scrutiny over its handling of budgetary matters.

The suspension of Senator Ningi has triggered a debate on democratic principles and legislative independence, with stakeholders demanding accountability and adherence to constitutional provisions.
