Minimum Wage: NLC Issues New Directive to Workers in States Failing to Comply
The Nigeria Labour Congress (NLC) has directed its state branches to commence an indefinite strike on December 1, 2024, in any states where the newly established minimum wage of N70,000 is not fully implemented. This directive comes as the NLC raises concerns over increasing economic challenges and warns against using workers as pawns in political conflicts, specifically in Rivers State.
In a communiqué issued by NLC President Joe Ajaero following the National Executive Council (NEC) meeting in Port Harcourt, Rivers State, the union denounced certain state governments for disregarding the 2024 National Minimum Wage Act. According to the NLC, this refusal not only contravenes legal obligations but also disregards the basic rights of workers facing escalating economic hardship.
“The NEC notes with deep frustration the persistent delay and outright refusal by some state governments to implement the 2024 National Minimum Wage Act,” the communiqué stated. “This betrayal by certain governors and government officials across the country flies in the face of both legality and morality, as workers continue to be denied their rightful wages amidst rising economic hardship.”
The NLC announced plans to establish a National Minimum Wage Implementation Committee, aimed at mobilizing and educating workers and citizens on resisting this wage denial. The NLC further resolved to launch a series of industrial actions in all non-compliant states until the minimum wage is uniformly enforced.
Economic Hardship Worsens Amid Rising Prices
The NLC also voiced concerns over rising inflation, food and healthcare costs, and deteriorating living conditions. “Millions of Nigerians are being driven into destitution,” read the communiqué, calling on the Federal Government for decisive intervention through social protection policies that would ensure adequate wages, affordable healthcare, and other critical services for citizens.
Revenue Withholding in Rivers State
The NLC also condemned a recent court decision blocking the disbursement of federal allocations to Rivers State, which it described as a tactic that could severely impact the state’s ability to pay salaries and fulfill other obligations. Ajaero underscored that this action could set a dangerous precedent that jeopardizes workers’ rights.
“The NEC condemns the disturbing political situation in Rivers State,” the communiqué said. “This punitive move… may effectively cripple the state’s capacity to meet its obligations to workers and the wider population.” The NLC demanded an immediate resolution that ensures Rivers State’s continued access to its allocated funds, warning that political conflicts should not come at the expense of worker welfare.
Calls for Democratic Safeguards and Expanded CNG Infrastructure
Further, the NLC expressed concern over threats to democratic norms, including the alleged detention of protesters and restrictions on free association. It called on the President to release detained demonstrators and introduce measures to protect democratic freedoms.
The union also addressed the government’s initiative to introduce Compressed Natural Gas (CNG) buses to ease transportation costs for workers, acknowledging the efforts but noting infrastructure gaps. The NLC requested additional CNG buses and better refueling infrastructure to make commuting more affordable for workers nationwide.
In closing, the NLC affirmed its commitment to advocating for Nigerian workers, urging the government to uphold workers’ rights, provide economic relief, and ensure a fair minimum wage nationwide.
