Enugu Government Announces Major Reduction in Land Document Fees
The Enugu State Government has announced a 50 per cent reduction in the cost of processing Certificates of Occupancy (C of O) and other land-related documents. The new policy, which takes effect from Tuesday, October 15, 2025, will run for 45 days. It is part of the government’s ongoing reforms aimed at improving land administration, encouraging investment, and promoting ease of doing business in the state.
The announcement was made by the Ministry of Lands and Urban Development, which explained that the temporary fee reduction is designed to make land documentation more accessible to residents and investors. The ministry noted that the initiative aligns with Governor Peter Mbah’s reform agenda focused on transparency, efficiency, and technology-driven governance.
According to officials, the government has digitised its land registration system, ensuring faster processing and eliminating unnecessary bottlenecks. They said that under the new arrangement, applicants can now obtain Certificates of Occupancy within 48 to 72 hours, compared to the weeks or months it previously took. The reform is also expected to reduce revenue leakages, improve record keeping, and strengthen confidence in the state’s property market.
A senior official of the ministry explained that the move was a deliberate effort to encourage more property owners to regularise their documents. “This discount is not just a financial relief; it is part of our strategy to ensure that every landowner in Enugu has proper documentation and legal protection. It will also enhance the state’s internally generated revenue by expanding the formal land registry base,” the official said.
The government urged residents, investors, and developers to take advantage of the 45-day window to process their land titles and benefit from the cost reduction. The initiative has been widely welcomed by stakeholders, who describe it as a bold step toward improving transparency and stimulating economic growth in the South-East region.
Governor Mbah’s administration has continued to roll out reforms aimed at transforming Enugu into a modern, investor-friendly state. The land fee reduction is viewed as another step in the drive to simplify bureaucratic procedures and attract long-term development across the state.
