Anambra Assembly Advances Bill to Regulate Igbo Apprenticeship Scheme

In a bid to formalize and regulate the traditional Igbo apprenticeship system, commonly known as “Igba Boi,” the Anambra State House of Assembly has progressed a bill to its second reading.

Spearheaded by Ejike Okechukwu, the representative for Anaocha constituency II, the proposed legislation titled the “Anambra State Igbo Apprenticeship Bill 2024” aims to establish a structured framework for the renowned apprenticeship scheme.

Okechukwu emphasized that if effectively regulated, the apprenticeship system could serve as a potent tool in mitigating unemployment challenges within the state. He underscored the historical significance of the apprenticeship tradition in fostering employment opportunities, particularly in the Southeast region, where it has historically thrived.

However, Okechukwu lamented the decline of the apprenticeship system due to instances of exploitation, wherein apprentices were often left uncompensated after years of service. To address these concerns, the bill proposes the establishment of a commission tasked with overseeing the apprenticeship program and creating a comprehensive database to facilitate matchmaking between individuals and their desired trades or businesses. Additionally, it seeks to delineate the rights and obligations of both the mentor (“Oga”) and the apprentice.

Echoing Okechukwu’s sentiments, Patrick Okafor, the representative for Onitsha-north constituency II, emphasized the necessity of formalizing the apprenticeship system to curb potential abuses. He highlighted the transformative impact of the scheme, citing numerous successful entrepreneurs who emerged from the Igbo apprenticeship tradition.

Speaker Somtochukwu Udeze lauded the bill’s focus on youth employment and economic development, expressing optimism about its potential to rejuvenate the Igbo apprenticeship system and stimulate trade and commerce within the state.

As the bill progresses through the legislative process, stakeholders anticipate its enactment into law, heralding a new era of structured governance for the cherished Igbo apprenticeship tradition in Anambra State.
