2025 Conference: NBA Dumps Rivers for Enugu Over Breakdown in Democratic Order

 

The Nigerian Bar Association (NBA) has announced the relocation of its 2025 Annual General Conference (AGC) from Port Harcourt to Enugu, citing what it described as an unconstitutional governance structure currently in place in Rivers State. The decision was confirmed in a joint statement signed by NBA President Mazi Afam Osigwe, SAN; General Secretary Dr. Mobolaji Ojibara; and Chairman of the AGC Planning Committee Emeka Obegolu, SAN.

 

According to the statement, the move became necessary following the declaration of a state of emergency in Rivers State and the controversial appointment of a Sole Administrator—described as a retired military officer who has disregarded constitutional norms, court rulings, and ongoing legal proceedings. The NBA condemned what it called a governance style reminiscent of military rule, expressing concern over the undermining of democratic institutions and processes.

 

The association’s National Executive Council (NEC) held an emergency session on March 27, 2025, after increasing pressure from members to reconsider Port Harcourt as the host city. The NEC concluded that proceeding with the conference in Rivers State would amount to tacit approval of constitutional violations.

 

The NBA also criticised the National Assembly’s ratification of the emergency declaration on March 18, 2025, stating it did not meet the constitutional requirement of a two-thirds majority. The NEC insisted that even a procedurally correct ratification could not validate what it sees as an unlawful act.

 

Before the political crisis unfolded, the Port Harcourt conference had drawn high interest, with registration numbers soaring. However, escalating instability halted preparations and intensified calls for a change in venue. After extensive consultations, Enugu was selected as the new location for the AGC, with the NBA citing the city’s democratic track record, solid infrastructure, and historical relevance.

 

The statement concluded with a call for unity and support from NBA members, reaffirming the association’s commitment to upholding the rule of law and defending constitutional governance.
