Tinubu Set to Appoint Ambassadors as Consular Officers Assume Interim Roles

 

 

The Federal Government has commenced the deployment of consular officers to diplomatic missions worldwide, a move that precedes the long-awaited announcement of new ambassadors. This decision comes over a year after 83 ambassadors were recalled in September 2023, following a reassessment of Nigeria’s foreign policy under President Bola Tinubu.

 

The recall, involving both career and non-career diplomats, marked a significant shift in Nigeria’s diplomatic strategy, aimed at realigning foreign engagements to serve national interests. However, the subsequent delay in appointing replacements has raised concerns among diplomats and foreign policy experts, who warn of potential harm to Nigeria’s international reputation.

 

Since the recall, Nigeria’s diplomatic missions have operated without substantive heads, with consuls-general and chargés d’affaires managing day-to-day activities. While capable of handling administrative duties, these interim officials lack the authority to engage with heads of state or lead critical international negotiations.

 

In April 2024, the government appointed 12 consuls-general and five chargés d’affaires to oversee missions in 14 countries. However, this measure has not fully addressed the leadership vacuum. Foreign Affairs Minister Yusuf Tuggar attributed the delay to budgetary constraints, acknowledging in May 2024 that the Ministry lacked funds to appoint new ambassadors. Former Ministry spokesperson Amb. Eche Abu-Ode also cited financial limitations, suggesting that ambassadorial appointments might depend on supplementary budget allocations.

 

The prolonged absence of ambassadors mirrors delays seen under former President Muhammadu Buhari, where such appointments took up to 20 months. Analysts fear this could signal instability or disinterest in global affairs, potentially deterring foreign investment and weakening international partnerships. A Ministry of Foreign Affairs official, speaking anonymously, described the lack of communication and direction as concerning, stating, “Nobody knows what’s going on.”

 

Despite these challenges, consular officers are being deployed to embassies in countries such as Malaysia, Spain, and Brazil, where President Tinubu recently participated in the G20 Summit. A senior government source confirmed that some officers have already assumed their roles, while others are set to depart later this month.

 

Retired diplomats have expressed alarm over the prolonged absence of ambassadors. Amb. Ogbole Amedu-Ode, a former ambassador to Mexico, called the situation “unacceptable,” emphasizing the operational and reputational risks for Nigeria’s diplomatic missions. Similarly, Amb. Rasheed Akinkuolie, a former consul to Cameroon, highlighted the limitations of relying on chargés d’affaires, urging the government to prioritize funding and appointments.

 

Political opposition has also criticized the administration’s handling of ambassadorial appointments. The People’s Democratic Party (PDP) described the delay as a sign of ineptitude, with Deputy National Youth Leader Timothy Osadolor accusing President Tinubu of being disconnected from the realities of governance. Osadolor claimed, “The people around him have boxed him into a cocoon. The man lives in a world of his own, isolated from what’s happening around him.”

 

Labour Party National Publicity Secretary Obiora Ifoh echoed these concerns, questioning the government’s vision for foreign policy and its commitment to securing foreign investments. “A consul cannot meet with foreign ministers of any nation. It takes an ambassador to present the position of a country,” Ifoh stated, urging the administration to expedite appointments.

 

Retired diplomats and political leaders have called for comprehensive reforms to strengthen Nigeria’s diplomatic operations. Recommendations include funding missions through dedicated dollar accounts at the Central Bank of Nigeria and streamlining the appointment process to avoid future delays.
