Shady Deals: Concerns Arise Over UK Firm Awarded PH-Abuja Rail Contract
SK Blog had earlier reported the signing of a Memorandum of Understanding (MoU) between the Ministry of Transport and Messrs MPH Rail Development Limited, a UK-based company, for the Port Harcourt–Enugu–Calabar–Abuja rail line project. Under the MoU, the company was tasked with various aspects of the project’s implementation, operating within a public-private partnership framework.
However, a subsequent investigation has uncovered troubling irregularities surrounding Messrs MPH Rail Development Limited, raising serious questions about the transparency and integrity of the procurement process.
Founded in September 2019 with a nominal share capital of £100, the company’s financial activity has come under scrutiny. Despite filing accounts as a dormant company in August 2021, June 2022, and April 2023, with no visible operations, it maintained its initial share capital of £100.

In a puzzling development, the UK Companies Registry initiated compulsory dissolution proceedings against the company in May 2022, only to withdraw the notice a month later, leaving doubts about the company’s legitimacy and operations.
Further complicating matters, the company inexplicably increased its share capital to £1,000 in October 2023, shortly before being awarded the BOT contract for the significant rail project in Nigeria.
Of particular concern is the lack of relevant expertise among the company’s board members, none of whom have any prior experience or association with construction, let alone railway development, raising doubts about the company’s capacity to undertake such a massive infrastructure project.
These revelations cast a shadow over the transparency and due diligence exercised in awarding the contract to Messrs MPH Rail Development Limited. The apparent oversight regarding the company’s financial history and operational capabilities raises serious concerns about the integrity of the procurement process.
Stakeholders have called for a thorough investigation into the circumstances surrounding the contract award and the suitability of Messrs MPH Rail Development Limited to execute the project.
