Nigeria’s Endless Corruption Probes: Millions Spent, No Convictions
In Nigeria, unresolved corruption investigations have become a significant source of concern, raising questions about the allocation of public funds for probes that seldom lead to convictions.
Corruption probes in Nigeria often follow a predictable pattern: announcement of investigative panels, media coverage, and lengthy sessions that span months or even years. Despite the substantial sitting allowances allocated to these panels, few investigations result in indictments or prosecutions. This pattern has led critics to describe the process as “the more you look, the less you see,” with public funds seemingly wasted on theatrics rather than justice.
High-profile corruption cases involving top politicians and government officials remain unresolved, causing public frustration and eroding trust in the government. Critics argue that these probes serve more to appease the public than to deliver justice, as convictions of corrupt officials are rare.
A recent report by the Centre for Fiscal Transparency and Public Integrity (CFTPI) highlights the extent of the issue. According to their Probes Monitor Portal, 614 grand corruption probes were initiated between 1999 and 2023, yet only three have been concluded. This disparity underscores a severe lack of accountability and transparency across successive administrations.
Examples of unresolved cases include the 2012 Petroleum Subsidy Scandal, where billions of dollars were allegedly embezzled through fraudulent fuel subsidy claims, and the Dasuki Gate scandal, where former National Security Adviser Sambo Dasuki was prosecuted for a $2 billion arms fraud but has yet to face a conclusive verdict.
Other notable unresolved probes include the investigation into the spending of N1.8 trillion in federal interventions in the power sector since its privatization in 2012, the Nigeria Social Insurance Trust Fund’s (NSITF) expenditure of N17.16 billion in 2013, and former minister Stella Oduah’s N255 million armored car scandal.
Umar Yakubu, Executive Director of CFTPI, expresses concern over the lack of transparency and completion of these probes. He suggests that the government’s failure to inform the public of probe statuses perpetuates the notion that these actions are mere political theatre.
Without transparency and accountability, the very foundation of democracy is at risk, warns Yakubu. The ongoing economic downturn, high unemployment, social injustice, poverty, and underdevelopment in Nigeria are often attributed to the misappropriation of funds meant for public good.
Dr. Otive Igbuzor of the African Centre for Leadership, Strategy and Development insists that overcoming corruption requires proactive measures, including sincere probes, sanctions, and convictions. He advocates for media activism, citizen engagement, and robust legislative oversight to ensure proper utilization of allocated funds.
Analysts attribute the lack of resolved probes to judicial inefficiencies, political interference, and the failure of anti-graft institutions. Prof. Okey Ikechukwu of the Development Spec Academy cautions that unresolved probes are themselves a form of corruption and highlights the importance of addressing misapplication of public funds and prioritization of projects that meet societal needs.
