Iran Not Rebuilding Nuclear Enrichment After 2025 Strikes — US Intelligence Finds

 

US intelligence has determined that Iran has not attempted to rebuild its nuclear enrichment capabilities following the destruction of its facilities in a June 2025 US-Israeli operation. The finding challenges President Donald Trump’s public rationale for the ongoing conflict with Tehran.

 

Tulsi Gabbard, director of national intelligence and a Trump ally, outlined the conclusion in written testimony submitted to the Senate intelligence committee’s annual threat assessment. In the testimony, Gabbard wrote, “As a result of Operation Midnight Hammer, Iran’s nuclear enrichment program was obliterated. There has been no effort since then to rebuild their enrichment capability.”

 

During a Senate hearing, Gabbard did not repeat this assessment verbally, citing limited time to review the full testimony. She did not dispute the finding when questioned.

 

Trump has repeatedly cited an “imminent threat” from Iran’s nuclear program to justify military actions, including the February 28 strike coordinated with Israel and subsequent operations. Following the June 2025 attack, Trump declared that Iran’s nuclear sites had been completely destroyed, though he later claimed Tehran was weeks from producing a nuclear weapon—a timeline not supported by most independent observers and ongoing nuclear negotiations.

 

Gabbard noted that Iran had suffered significant losses, including the death of Supreme Leader Ayatollah Ali Khamenei, yet the regime continues to operate. “The regime in Iran is intact but largely degraded due to attacks on its leadership and military capabilities,” she said.

 

She added that if the Iranian regime survives, it may attempt a multi-year effort to rebuild its military, missile, and drone capabilities.

 

The intelligence assessment comes amid internal dissent: a senior aide to Gabbard resigned Tuesday, criticizing Trump’s war justification and saying there was no “imminent threat,” while accusing Israel and media of providing misleading information.
