House of Representatives Postpones Tax Reform Bills Debate Indefinitely
The House of Representatives has indefinitely postponed debates on the controversial tax reform bills submitted by President Bola Tinubu. The four bills—Nigeria Tax Bill 2024, Tax Administration Bill, Nigeria Revenue Service Establishment Bill, and Joint Revenue Board Establishment Bill—have sparked widespread opposition since their introduction to the National Assembly on September 3.
The bills have drawn criticism from several influential groups, including the Northern Governors Forum, Traditional Rulers Council, National Economic Council (NEC), and Northern Elders Forum. The NEC, which includes the vice president and state governors, urged President Tinubu to withdraw the bills to allow further consultations. Northern governors have specifically raised concerns about clauses they believe could harm the region.
Despite these objections, the Senate moved the bills through second reading. However, in the House of Representatives, heated debates and resistance from lawmakers across party lines stalled progress. Attempts by House leadership to rally support for the bills were met with rejection, forcing the House to adjourn discussions until December 3 to allow consultations with Taiwo Oyedele, chairman of the Presidential Committee on Fiscal Policy and Tax Reforms.
On November 30, an internal memo signed by the Clerk of the House, Yahaya Danzaria, announced the indefinite postponement of the scheduled session. The memo cited the need for broader consultations with stakeholders as the reason for the delay.
The memo read: “I am directed by the House leadership to inform all Honourable Members that the Special Session, initially scheduled for Tuesday, 3rd December, 2024, to discuss all the Tax Reform Bills, has been postponed to a later date. This rescheduling is due to the need for further and broader consultations with all relevant stakeholders. A new date and venue for the session will be communicated in due course. We regret any inconvenience this may cause and appreciate your understanding.”
