Ghana’s President Mahama Restructures Government, Cuts Ministries from 30 to 23

 

 

Ghana’s President John Mahama has announced the elimination of seven ministries, reducing the total from 30 to 23, as part of an effort to cut government costs and enhance efficiency. The decision, enacted through an executive instrument dated January 9, 2025, aligns with the austerity measures outlined by the International Monetary Fund and Mahama’s campaign promise to streamline government operations.

 

The move is aimed at improving public service delivery while addressing budgetary constraints. The new structure retains key ministries such as Finance, Health, Education, Defence, Energy and Green Transition, and others critical to national development. Among the consolidated ministries are Communication, Digital Technology and Innovations; Youth Development and Empowerment; and Trade, Agribusiness and Industry, reflecting a focused approach to governance.

 

Mahama’s decision follows his recent electoral victory, where he defeated former Vice-President Mahamudu Bawumia with 56.55% of the vote. His administration’s strategy stands in contrast to Nigeria’s President Bola Tinubu, who expanded his country’s ministries from 44 to 48 in 2023, raising concerns about increased government expenditure.

 

Critics, however, question the impact of Mahama’s move. Bright Simons, Vice President of IMANI Africa, argued that while the reduction might resonate with public sentiments, it may not significantly address cost concerns. He noted that large ministries such as Health and Education drive substantial expenditures and require deeper reforms for meaningful savings.
