FCTA, FCDA Offices Close as Workers Begin Indefinite Strike Over Welfare Concerns
Offices of the Federal Capital Territory Administration (FCTA) and the Federal Capital Development Authority (FCDA) were closed on Monday as staff launched an indefinite strike.
The action, organized by the Joint Union Action Committee (JUAC), is a response to what the union describes as the authorities’ failure to address longstanding labor and welfare issues. The strike affects all secretariats, departments, agencies, area councils, and parastatals under the FCTA, effectively halting government operations in the territory.
Speaking at the offices, Musa Istifanus, JUAC vice-president for FCTA, FCDA, and SDS, said the strike is a direct reaction to the administration’s neglect of staff welfare.
He cited multiple grievances, including a flawed promotion exercise, unpaid wage awards, and unremitted pensions. “The promotion exams conducted last November and December had a 75 percent failure rate. This is unacceptable,” Istifanus said.
He also criticized the FCT Service Commission chairman, describing him as unresponsive and unprofessional, and called for his immediate removal.
JUAC emphasized that the strike will continue until their demands are addressed. “If the minister meets with us today and resolves these issues, we will suspend the strike. Until then, it is indefinite,” Istifanus said.
The strike follows the expiration of a seven-day ultimatum issued on January 7, which the union says was ignored despite repeated meetings with FCTA management.
Union demands include payment of outstanding promotion arrears, completion of stalled promotions, extension of service for retired directors and permanent secretaries, and proper remittance of workers’ pension and National Housing Fund contributions.
