UK Tightens Immigration Rules, Cuts Post-Study Stay for International Graduates

 

The UK government has unveiled a series of major immigration reforms, introducing stricter English language requirements and shortening the post-study stay for international graduates to 18 months.

 

Announced by the Home Office on Tuesday, the measures form part of the government’s new immigration white paper and *Plan for Change*, aimed at creating what it describes as a “controlled, selective and fair” immigration system.

 

Under the new rules presented to Parliament, migrants applying through certain legal routes will need to pass a Secure English Language Test equivalent to A-level standard across all four skills—speaking, listening, reading and writing. The test must be taken through a Home Office–approved provider, and results will be verified during visa processing.

 

Home Secretary Shabana Mahmood said the reforms are designed to ensure that newcomers integrate effectively and contribute to British society. “This country has always welcomed those who come here and contribute,” she said. “But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life. If you come to this country, you must learn our language and play your part.”

 

From January 1, 2027, international graduates will see the post-study visa period reduced from two years to 18 months. The change follows data showing that many graduates were not moving into skilled or graduate-level employment as intended under the previous system.

 

Employers will also face higher costs when hiring overseas workers, with the Immigration Skills Charge increasing by 32 percent—the first rise since 2017. The additional revenue will be used to fund training programs for British workers and reduce reliance on foreign recruitment.

 

International students will be required to demonstrate greater financial capacity to support themselves from the 2025–2026 academic year.

 

Meanwhile, the High Potential Individual route will expand to include graduates from the world’s top 100 universities, with the annual cap raised to 8,000 applicants. Updates to the Global Talent route are also expected to attract leading researchers and creative professionals to the UK.

 

In a separate announcement, the Home Office confirmed that nationals of Botswana will now require a visa to enter the UK, including for short stays. The change, effective from 3 p.m. Tuesday, follows a rise in asylum applications from Botswana citizens who initially entered as visitors.

 

The government said further announcements on asylum and border security reforms will follow in the coming months.
