Trump Signs Memo Labeling Anti-Christian, Anti-Capitalist Views as Domestic Terrorism Indicators

U.S. President Donald Trump has signed National Security Presidential Memorandum 7 (NSPM-7), directing federal agencies to identify and dismantle domestic terrorism networks linked to radical left-wing ideologies.

The memorandum specifically targets individuals and organizations expressing views considered anti-Christian, anti-American, anti-capitalist, anti-migration, anti-family, anti-religion, and anti-morality. It also includes those perceived to support efforts to overthrow the U.S. government. The policy aims to prevent potential crimes by investigating and disrupting entities involved in political violence and intimidation.

The signing comes in the wake of the September 10, 2025, murder of conservative commentator Charlie Kirk at Utah Valley University. While authorities have suggested the suspect acted alone, Trump and his supporters have attributed the attack to organized left-wing networks. In a statement, Trump accused left-wing Americans who agreed with the alleged shooter’s ideology of celebrating the murder and encouraging further political violence. He described these incidents not as isolated acts but as part of organized campaigns designed to silence opposing voices and disrupt democratic processes.

Critics have warned that the memorandum risks political repression and could lead to a crackdown on civil society. The Open Society Foundations called the policy a “politically motivated attack on civil society.” Meanwhile, Homeland Security Advisor Stephen Miller described NSPM-7 as the first all-of-government effort in American history to dismantle left-wing terrorism.
