Senator Proposes Bill to Ban Ejaculation Without Intent to Impregnate

Mississippi State Senator Bradford Blackmon has introduced a controversial bill that would make it illegal for men to ejaculate without the intention of impregnating a woman. Titled the “Contraception Begins at Erection Act,” the proposed legislation aims to shift the focus of contraception laws, which Blackmon argues disproportionately target women.

According to WLBT News, the bill states that it would be “unlawful for a person to discharge genetic material without the intent to fertilize an embryo.” If passed, violators would face escalating fines: $1,000 for a first offense, $5,000 for a second, and $10,000 for a third conviction.

Blackmon, a Democrat, said he introduced the bill to highlight the imbalance in reproductive legislation, particularly in Mississippi. “All across the country, especially here in Mississippi, the vast majority of bills relating to contraception and/or abortion focus on the woman’s role when men are fifty percent of the equation,” he told WLBT News.

The senator acknowledged that the bill might be seen as extreme but argued that it serves an important purpose. “This bill highlights that fact and brings the man’s role into the conversation. People can get up in arms and call it absurd, but I can’t say that bothers me,” he said.
