Only Returning 10th Assembly Senators Now Eligible for Senate Presidency

The Senate has amended its Standing Orders to restrict eligibility for the position of Senate President and other principal offices to lawmakers returning from the 10th National Assembly.

The decision was reached on Tuesday during a closed-door session in which senators approved a revised framework for leadership selection. The new rule places stronger emphasis on legislative experience and continuity within the chamber.

Under the amendment, only senators who have served at least two terms will be eligible to contest for principal positions. In addition, at least one of those terms must be the most recent one immediately before nomination.

The revised Order 4 also reinforces a ranking system that will guide nominations for presiding officers. It lists the hierarchy as follows: former Senate Presidents, former Deputy Senate Presidents, former principal officers, senators with at least one full term in office, former members of the House of Representatives, and, lastly, first-time senators.

By implication, the pool of potential candidates for Senate President in the 11th Senate will be limited to members of the current 10th Assembly who return after re-election.

The Senate says the adjustment is aimed at strengthening adherence to its established ranking tradition and ensuring that leadership roles are occupied by lawmakers with deeper institutional experience.
