A very welcome bill on local govt. administrative autonomy. This will completely change the election manipulation by the states, where one party in power wins all chairmanship positions in a local govt election. It will equally allow for credible persons to be elected as chairmen and councillors. Kudos to the National Assembly the Senate.
Local Government lndependent Electoral Commission being a federal agency to conduct elections at the Councils may not be enough, there should still be Federal Local Government Service Commission to control appointment promotion and discipline in the Councils. That is the only way to achieve administrative independence.Other wise, the State Government may decide to transfer principal officers who are signatries to account and bring in state officers to do their bidding.
