ICPC Reportedly Summons UNIZIK Acting VC Over N370 Million Contract Scandal

 

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reportedly summoned the Acting Vice Chancellor of Nnamdi Azikiwe University, Awka, Anambra State, Prof. Joseph Ikechebelu, over an alleged contract award scandal. According to sources, Prof. Ikechebelu is expected to appear before the commission on Thursday, March 13, 2025. The contractor involved in the matter is also expected to be questioned.

 

The controversy centers around a N370 million perimeter fencing contract allegedly awarded under the yet-to-be-passed 2025 Federal Government appropriation bill. Investigations revealed that the same project was previously awarded to Messrs Abdullahi Hawawo Construction Co. Ltd. in 2024 for N180 million, but a second contract was later issued in February 2025 to Dukonni Nigeria Ltd. for N370 million without any official revocation of the initial award.

 

Sources close to the situation allege that Prof. Ikechebelu initially attempted to conceal the ICPC’s invitation by requesting a formal written notice rather than responding to a phone call from the agency. Although it remains unclear whether the questioning will take place at the ICPC headquarters in Abuja or its zonal office in Enugu, insiders confirmed that the Vice Chancellor will face inquiries regarding potential procurement breaches.

 

On March 3, the university released a statement attempting to downplay the scandal, insisting that no binding contract existed with Abdullahi Hawawo Construction Co. Ltd. The management argued that the company failed to meet conditions outlined in an October 25, 2024, offer letter, which required formal acceptance within seven days. The university claimed the offer lapsed, thereby nullifying any agreement.

 

The university also pointed to the contractor’s request for a 30% advance payment dated October 28—two days before the offer letter was allegedly received—as evidence of procedural inconsistencies. It stated that, following the collapse of the old fence and the contractor’s failure to act, a new bidding process was carried out, resulting in the award to Dukonni Nigeria Ltd. under full compliance with procurement laws.

 

However, critics argue that the university has failed to disclose critical details, such as the date of the new contract award and specifics of the bidding process. The ICPC has yet to make an official statement, and its spokesperson, Demola Bakare, has said he will provide further details later.
