How RMAFC Received N10.3bn in Two Months—More Than Its Budgets for 2024 and 2025 Combined

 

The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) received a staggering N10.3 billion in allocations from the Federation Account Allocation Committee (FAAC) in just May and June 2025—an amount that exceeds the commission’s combined budgets for 2024 and 2025.

 

The sharp increase in funding follows a recent approval for the RMAFC to receive 0.5 percent of the non-oil revenue in the federation account. This new payment structure was implemented beginning in April, when the commission received its first allocation of N4.6 billion. In May, that figure rose to N5.7 billion, bringing the two-month total to N10.313 billion.

 

The 2024 budget for RMAFC was N3.26 billion, while the proposed budget for 2025 stands at N5.5 billion. Together, these figures total N8.76 billion—still less than what the commission received in the space of two months.

 

Though RMAFC is not classified among the government-owned enterprises (GOEs) or so-called ‘super agencies’ that generate revenue, it plays a vital constitutional role. The commission is tasked with monitoring accruals and disbursements from the federation account, reviewing revenue allocation formulas, advising governments on fiscal efficiency, and determining the remuneration for political officeholders, including the president and vice-president.

 

Sources familiar with the matter said the funding boost stemmed from a resolution by the National Economic Council (NEC), albeit subject to annual review and appropriation. The NEC had approved the measure in December 2024 to address what it described as chronic underfunding that was impairing the commission’s performance.

 

At the time, Anambra State Governor Chukwuma Soludo, speaking after the NEC meeting, said the 0.5 percent allocation was a compromise figure—reduced from the 0.75 percent the commission had initially proposed.
