E-Transmission: Monguno Moves to Reopen Senate Vote on Electoral Bill Clause
Senator Mohammed Tahir Monguno on Tuesday asked the Senate to revisit its earlier decision on Clause 60(3) of the Electoral Act Repeal and Re-enactment Bill, citing concerns over how election results should be handled electronically.
Raising the motion during an emergency plenary, Monguno recalled that the bill had been passed on Wednesday, 4 February 2026. He said fresh issues had since emerged around the wording of the clause, which addresses the electronic handling of election results.
The senator argued that the matter requires further scrutiny to safeguard the integrity and transparency of elections. He urged colleagues to allow the clause to be reconsidered to avoid ambiguity that could affect future polls.
Invoking Orders 1B and 52(6) of the Senate Standing Orders 2023 (as amended), Monguno moved that the Senate rescind its earlier decision on the clause and recommit it for review and possible amendment.
He explained that debate had arisen over whether the clause should use the term “transfer” or “transmission” in describing how results are sent electronically.
Monguno added that he had earlier pushed for retention of the existing provision in the current Electoral Act, a position that led to the fresh amendment proposal now before the Senate.
