Abia Governor Bans PTA Fees, Mandates School Attendance

Governor Alex Otti of Abia State has announced the prohibition of all forms of payments in public primary and secondary schools across the state, including levies imposed by Parents-Teachers Associations (PTAs). The directive was part of his New Year address delivered on Wednesday, signaling a significant shift in education policy.

Otti emphasized that, effective January 1, 2025, it is now mandatory for all children of school age to attend classes daily. The governor declared that any child found outside the classroom during school hours once the new term begins would be in violation of the law.

“To ensure that education is truly free and accessible, we have stopped all forms of payments in primary and secondary schools. Not even PTA levies should be charged to parents or guardians in any public school in the state,” Otti stated.

To facilitate the smooth running of schools, the governor revealed the introduction of an imprest account system. This initiative will provide funds directly to headteachers and principals to manage day-to-day operations. He issued a stern warning to school administrators, cautioning them against extortion or denying any child access to education. “We shall be strict with enforcement, and it will be a grievous mistake to test our will,” he warned.

The governor also reiterated his commitment to prioritize the welfare of retirees in the state, ensuring that pension payments would precede salaries for serving government officials.
