Japa: Canada City Reopens Immigration, Residency Programmes for Skilled Workers
Quebec has announced the reopening of its immigration pilot programmes, offering skilled workers in artificial intelligence (AI), information technology (IT), and visual effects a pathway to permanent residency in Canada.
Initially launched in 2021, these programmes were designed to tackle labour shortages in key industries critical to Quebec’s economy. The Quebec Immigration Service confirmed the programmes are now accepting new applications, providing opportunities for individuals who meet specific criteria.
Eligibility requirements include being at least 18 years old, demonstrating financial independence, and showing intent to settle and work in Quebec. Applicants cannot apply if they control the company they work for directly or indirectly.
For the AI programme, foreign workers must have at least two years of full-time experience in AI or a related field, classified under the National Occupational Classification (NOC) categories FÉER 0, 1, or 2. Quebec graduates with a recent master’s or doctoral degree in AI are also eligible. All candidates must secure full-time employment in Quebec’s AI sector, with minimum salaries set at $75,000 for jobs outside Montreal and $100,000 for positions within Montreal. Additionally, applicants must obtain expert committee approval confirming their qualifications align with the job.
In the IT and visual effects sectors, applicants need at least two years of relevant work experience and a technical college diploma or higher. They must meet salary thresholds based on the 9th decile of their profession’s wage scale and avoid working in restricted sectors or for companies they control.
Language proficiency plays a key role in the application process. The Francophone profile requires a minimum French language proficiency level of 7 on the Quebec Scale of Competency Levels, demonstrated through recognized tests or academic records. The Francization profile, meanwhile, involves a commitment to learning French after selection, supported by integration services.
