Imo Assembly Passes Second Reading of Bill to End Detention of Patients Over Unpaid Medical Bills

 

The Imo House of Assembly on Thursday passed the second reading of a bill aimed at prohibiting the detention of patients in hospitals over unpaid medical bills. The legislation, titled the *Imo State Medical Detention Prohibition Law*, was sponsored by Mr. Kennedy Ibeh, representative of Obowo State Constituency.

 

During the debate, Ibeh described the practice of detaining patients over unpaid bills as dehumanizing and a violation of human rights. He emphasized that the bill would help protect patient dignity, enhance the state’s human rights ranking, and open opportunities for international support, including potential funding from the World Bank. He also highlighted the law’s alignment with efforts to achieve universal healthcare access under the Sustainable Development Goals, particularly in conjunction with the state’s existing health insurance scheme.

 

Other lawmakers expressed support for the bill, noting its potential to improve the state’s reputation, attract donor support, and strengthen healthcare reforms. Mr. Chisom Ojukwu of APC-Nkwere said the law would reduce stigma and delays in treatment for patients unable to pay upfront, while Majority Leader Mr. Kanayo Onyemaechi described it as a step in the right direction. Mr. Uche Agabige of APC-Orsu highlighted the psychological and financial burdens medical detention places on patients, and Bennet Ebonine of APC-Njaba said the law would ensure justice for those denied care due to inability to pay.

 

Following these contributions, Speaker Mr. Chike Olemgbe confirmed that the bill had successfully passed the second reading. He referred it to the House Committee on Health, directing a report to be submitted by October 28, 2025, and instructed the clerk to schedule a public hearing on the legislation.
