Canada to Launch Fast-Track Permanent Residency Pathway for Foreign Doctors in 2026

 

Canada is preparing a new fast-track immigration route aimed at keeping more foreign-trained doctors in the country as it confronts growing shortages in its health workforce. Immigration Minister Lena Diab and Parliamentary Secretary for Health Maggie Chi said the federal government will introduce a dedicated Express Entry category for international doctors who have at least one year of recent Canadian experience in approved medical roles. Invitations under this stream are expected to begin in early 2026.

 

Officials said the initiative is designed to help provinces and territories retain practice-ready physicians already contributing to the system. Ottawa will set aside 5,000 admission spaces for provincial nominations of licensed doctors with job offers, paired with expedited 14-day work permit processing so applicants can keep working while their permanent residence files move forward.

 

Chi noted that boosting the supply of qualified physicians is crucial for improving access to timely care nationwide. Canadian Medical Association President Dr. Margot Burnell welcomed the announcement, saying the policy will help close staffing gaps and enhance patient care through a more diverse medical workforce.

 

The move forms part of Canada’s broader International Talent Attraction Strategy, which focuses on filling labour shortages, supporting priority sectors and improving long-term immigration sustainability.
